For jail-related questions, call the jail line at (651) 266-9350. Walk-in records requests are handled Monday through Friday from 8:00 a.m. to 4:30 p.m. at the Arden Hills location.

The Ramsey County Sheriff's Office makes police incident reports available through a dedicated page on its website. You can find it at the Police Incident Reports section of the county site. This page explains the process and provides the forms you need to submit a request.

Keep in mind that the Ramsey County Sheriff's Office only releases reports from incidents it handled directly. Reports originating with other agencies, including the Minnesota State Patrol, the University of Minnesota Police, Metro Transit Police, the St. Paul Police Department, or any suburban city police department, must be requested from those agencies separately. The Sheriff's Office does not have authority to release records it did not create.

Criminal History and Arrest Reports

Criminal history and arrest reports are handled through a separate channel. The county provides a dedicated page for these requests at the Criminal History Arrest Reports section of the county site. These records show arrests made by the Ramsey County Sheriff and may include charges, booking dates, and related details.

To request a criminal history or arrest report, you must provide the subject's full name, date of birth, the number of copies you need, and the reason for your request. This information helps staff locate the correct record. Requests can be submitted in person at the Arden Hills patrol station.

Fees and Payment

Copies cost $0.25 per page. The Sheriff's Office accepts cash, personal checks, and money orders. Credit and debit cards are not accepted. If you mail a request, include a self-addressed stamped envelope along with payment. Make checks or money orders payable to Ramsey County. Bring exact change if you visit in person, as staff may not always be able to make change.

St. Paul Police Records

For incidents that occurred within the city of St. Paul, records must be requested from the St. Paul Police Department, not the Sheriff's Office. The St. Paul PD maintains its own Police Blotter and records division. You can reach their records unit through the St. Paul Police Records page. St. Paul is the county seat of Ramsey County and generates a large volume of law enforcement activity. If you are not sure which agency handled a specific incident, start with the St. Paul PD if the incident occurred within city limits.

Data Practices and Public Access

Ramsey County follows the Minnesota Government Data Practices Act under Minn. Stat. § 13.03. This law gives the public the right to ask for and receive government data unless a specific statute makes that data private or confidential. Law enforcement records fall under § 13.82, which sets out which fields in an arrest or incident record are public and which are protected. Basic arrest data is public. Victim identities in certain cases may be withheld. Records from active investigations may be restricted until the case closes.

You do not have to explain why you want a record. The Sheriff's Office must respond to your request promptly and tell you whether the records exist and whether they can be released. If a request is denied in whole or in part, they must tell you which law justifies the denial.

Ramsey County includes several municipalities. The largest is St. Paul, which is both the county seat and the capital of Minnesota. St. Paul maintains its own police department and records division. Other cities in the county, such as Arden Hills, Little Canada, Maplewood, Roseville, and Shoreview, are served by their own city police departments. For incidents in those communities, contact the relevant city police agency directly.
