Divisions and Services

The Wadena County Sheriff's Office operates several specialized divisions. These include 911 emergency dispatch, a Criminal Investigation Unit, general patrol, boat and water patrol, ATV and snowmobile patrol, a K-9 Unit, civil process, courtroom bailiff services, participation in the West Central Drug Task Force, an Emergency Manager, and a SWAT team. This range of services means the office handles everything from minor traffic matters to felony drug investigations, all of which may generate police blotter entries or related records.

The 911 dispatch center is a critical part of the office's operations. Every call that comes into dispatch generates a call-for-service record, which is one of the primary components of the police blotter. Even calls that do not result in an arrest or a written incident report create a dispatch record that may be accessible under state law.

What the Police Blotter Contains

The police blotter is the official running log of law enforcement activity. It includes every call for service, every arrest, every traffic stop resulting in a citation or charge, and every report of a criminal incident. Arrest entries show the name of the person taken into custody and the charges filed. Incident entries show the date, time, location, and type of call. The blotter is a summary, not a full case file. The full investigation file for any given incident is a separate document with its own access rules.

Under Minn. Stat. § 13.82, law enforcement agencies in Minnesota must make core police blotter data public. The statute covers the time and date of calls, the nature of each incident, the identity of people arrested, and the charges against them. This is not a discretionary decision. The agency is required to release this data on request. Active investigative data is the main exception. While a case is open, investigation files are classified as confidential or protected nonpublic under the same statute. Once charges are filed and the case moves into court, more of the file typically becomes accessible.

If your request involves an incident handled by a city officer, you need to contact that city's department directly. The Sheriff's Office cannot provide records for another agency's cases.
